Education Agendas

And tomorrow, the local Board of Education will meet for a work session and an administrative board meeting. Of note is an addition to the agenda for next Tuesday’s regular meeting: an “update from the Mayor’s office” following the President’s Report.

The agenda was prepared by Board President Veronica O’Brien — without the input of the district adminstration, according to sources — and Ed Rhode, spokesman for Mayor Francis Slay, was not immediately aware of any such “update”.

So—King makes his report—then what? Do they immediately consider accreditation issues in order to give Slay and Blunt what they want?

How do the other members usually respond to King? Do they usually rubberstamp his recommendations, or do they sometimes challenge him?

How diverse are the viewpoints among those wioth the power to decide?

PRESIDENT
Peter F. Herschend, Branson, was appointed to the Board in December 1991 and re-appointed for another term in November 1999. He previously served as president of the Board from 1994-96. He is co-owner and vice chairman of Herschend Family Entertainment Corp., Branson, which owns Silver Dollar City and other entertainment properties. He served 12 years on the Branson Board of Education and was vice president of that Board. He also served on the Region 10 executive committee of the Missouri School Boards’ Association.

VICE PRESIDENT
Russell V. Thompson, Columbia, was appointed to the Board in November 1994; he was re-appointed in December 2002. He had previously served as president of the Board from 2000-2002. He is a professional educator who spent his entire career with the Columbia Public Schools. Dr. Thompson retired in 1994 after serving nearly 20 years as superintendent. He is active in numerous educational and civic organizations.

MEMBERS
Thomas R. Davis, Kansas City, was first appointed to the State Board of Education in July 1987 and served until June 1999; he was re-appointed in September 1999. He has served as president of the Board (1989-1991 and 2002-05). He is CEO of the Meyer Companies Inc., Lee’s Summit. Mr. Davis is former president (1997) of the National Association of State Boards of Education (NASBE) and a former member of the National Board for Professional Teaching Standards.

Deborah L. Demien, Wentzville, was appointed to the Board in March 2006. She is director of marketing for Demien Construction. She holds a bachelor’s degree in English and history from Southwest Missouri State University and a master’s degree in education from the University of Missouri-St. Louis.

Shirley Langley Hindman, Harviell, was appointed to the Board in April 2004. She is retired from Southeast Missouri State University, where she was a professor in the College of Education from 1976-1996. Dr. Hindman has a bachelor’s and a master’s degree from Southeast Missouri State University and a doctorate degree from Southern Illinois University.

David Liechti, St. Joseph, was appointed to the Board in October 2003. He is a self-employed Certified Public Accountant. He is a former member and president of the St. Joseph Board of Education. Mr. Liechti earned a bachelor’s degree and a master’s degree from the University of Missouri-Columbia. He is active in numerous community organizations.

Sybl Slaughter, Lebanon, was appointed to the Board in October 2003. She retired in 2001 from the Lebanon School District where she was an elementary teacher for 20 years and principal for eight years. Ms. Slaughter holds a bachelor’s degree and a master’s degree from the University of Missouri-Columbia. She is a former member of the University of Missouri College of Education Alumni Board and is active in several civic organizations.

Donayle E. Whitmore-Smith, St. Louis, was appointed to the Board in October 2006. Ms. Whitmore-Smith is director of School Choice Missouri, an educational campaign aimed at raising awareness about a variety of educational options and school reform efforts throughout the states.. She previously worked as communications manager for The Boeing Company’s Leadership Center. She earned a bachelor’s degree in Mass Communications/English at Southern University and A & M College, Baton Rouge, Louisiana

Wait a minute, I thought Whitmore-Smith was gone?

this makes me nervous..just how do these appointments work if they can be sworn in before the senate considers them?

NEW BOARD MEMBERS APPOINTED

Governor Blunt has recently appointed two new members to the State Board of Education. Ms. Donayle Whitmore-Smith, St. Louis, was appointed in October. She was sworn in at the beginning of the November meeting. Ms. Whitmore-Smith replaces Vanetta Rogers, a member of the State Board since May of 2000, whose term expired.

Last week, Gov. Blunt appointed the Rev. Stanley Archie, Kansas City, to replace Tom Davis, whose term also expired. Rev. Archie is expected to join the State Board in January. Tom Davis is a past president of this board and a past president of the National Association of State Boards of Education (NASBE). He had been a member of the State Board for nearly 20 years.

Both Rev. Archie and Ms. Whitmore-Smith must be confirmed by the Missouri Senate once it is back in session.

In March, Blunt successfully appointed to the State Board of Education Deborah Demien, marketing director for Building God’s Way, which specializes in construction of churches and Christian schools.

Blunt favored a thing where 65 percent of money had to be spent on student instruction—but—

Some education groups worry the definition of student instruction expenses leaves out critical elements, such as school buses and librarians

Not sure how much this reveals about members’ feelings—

Earlier this month, Blunt visited several cities to tout the initiative, which is being promoted around the country by a Washington, D.C.-based advocacy group, First Class Education.

Under the proposal, instruction expenses cover not just teachers’ salaries and textbooks but also activities such as music, drama and athletics. But it would not cover supportive services such as transportation, utilities, librarians and counselors.

“Anytime you codify something that specific, it tends not to stay current in time,” said board member Tom Davis, a Democrat from Kansas City. “It may be too rigid.

“The goal of getting as much money as possible into classrooms, that’s a good goal.”

But the goal needs to be flexible enough to respond to schools’ changing circumstances, Davis said.

Some also said local school boards should make spending decisions.

“I question it because I trust the judgment of the local boards and administrators more so than I do those in the Capitol,” said board member Shirley Hindman, a Democrat from Harviell, in southeast Missouri. “Of course their first priority is instruction.”

Sybl Slaughter, a Republican from Lebanon, agreed, saying, “My concern is that it takes away from local control.”
